National Oil, Gas and Biofuels Agency (ANPG)

The National Oil, Gas and Biofuels Agency (ANPG) is Angola’s national concessionaire and the regulatory body responsible for the supervision, regulation and promotion of activities in the country’s oil and gas sector.

The agency works to enhance political co-ordination, streamline sector processes and create favourable conditions to attract investment. It seeks to boost hydrocarbons production by negotiating agreements with stakeholders operating oil and gas blocks and by advancing exploration through the organisation of tenders.

Since its establishment in 2019, the ANPG has implemented a long-term strategic approach to licensing and investment. Its initiatives aim to ensure the sustainability of Angola’s oil production and expand the country’s resource base through a combination of bid rounds, direct negotiation mechanisms and incremental production opportunities.

The ANPG aims to build on its international recognition and continue delivering value to Angola’s energy industry and its stakeholders.

Strategic objectives:

  • Consolidate and optimise its regulatory, supervisory and concessionaire functions
  • Boost and intensify the replacement of reserves to counter the decline in hydrocarbons production
  • Ensure implementation of HSE policies
  • Implement policies aimed at the development of human capital
