Number of employees: Around 500

The Comisión Nacional de Hidrocarburos (CNH), or National Hydrocarbons Commission, is responsible for regulating Mexico’s hydrocarbons sector, as well as conducting research and promoting investment.

CNH’s strategic objectives include:

  • Ensuring the maximisation of the nation’s hydrocarbon value;
  • Promoting the increase of hydrocarbon reserves and the country’s oil potential;
  • Strengthening technical advisory capabilities and knowledge generation in the energy sector;
  • Enhancing comprehensive personnel development to generate a workforce of excellence; Ensuring continuous improvement of regulation regarding hydrocarbon exploration and extraction; and
  • Ensuring efficient and quality service to regulated entities.

Between 2019 and September 2023, the CNH analysed and approved the following activities in the oil and gas sector:

  • 318 exploration plans;
  • 186 development plans for extraction;
  • 890 drilling operations;
  • 200 annual work programmes and their budgets for production-sharing contracts;
  • 63 evaluation programmes;
  • 56 transition programmes; and
  • 29 authorisations for reconnaissance and surface exploration

Furthermore, CNH’s Institutional Strategic Plan 2022-2024 contains the portfolio of strategies that the CNH considers as priorities to achieve its strategic objectives, thereby reaffirming its commitment to promote the development of the energy sector and foster economic growth in Mexico.

It is important to highlight that this Strategic Plan is aligned with the national energy policy established through the National Development Plan published in the Official Gazette of the Federation (DOF) on July 12, 2019, and the Sectoral Energy programme 2020-2024 published in the DOF on July 8, 2021.
