Ghana National Petroleum Corporation (GNPC) is the state-owned vehicle for the development of Ghana’s petroleum resources. Established in 1983 by statute, GNPC holds and manages the state’s interests in upstream oil and gas operations, playing both commercial and regulatory roles in the country’s hydrocarbon sector. The corporation’s mandate includes exploration, production, marketing and value optimisation of Ghana’s petroleum assets, with the broader objective of ensuring energy security and contributing to national economic development.

GNPC is active across the value chain, with a strategic focus on upstream operations. It holds equity stakes in key offshore producing fields, including Jubilee, TEN and Sankofa-Gye Nyame, where it participates as a non-operating partner alongside international oil companies. To enhance its technical autonomy, the corporation has established GNPC Explorco, a subsidiary tasked with acquiring operator capabilities through involvement in seismic data analysis, drilling supervision and field development planning.

A core element of GNPC’s strategy is to transition from a passive investor to an independent operator capable of managing assets end-to-end. This vision is underpinned by institutional reforms, technical capacity-building and increased local content participation. The corporation also recognises the need to adapt to the global energy transition by aligning long-term operations with environmental and sustainability standards.
