Namibia appoints new advisors to head upstream petroleum unit

WINDHOEK, May 23, 2025 – Namibian President Netumbo Nandi-Ndaitwah has appointed Kornelia Shilunga as special advisor and head of the upstream petroleum unit and Carlo Lord Muhamed McLeod as special advisor and deputy head of the unit in the Presidency.

The appointments are with immediate effect and are aimed at strengthening governance of the country’s upstream petroleum sector. The new unit will establish a dedicated structure within the Presidency to review the existing regulatory framework and propose policy reforms for the efficient and effective management of petroleum resources.

Shilunga was a member of the National Assembly and deputy minister of mines and energy from 2015 to March 2025. McLeod most recently served as deputy general manager at Chevron Namibia and was deputy director at the petroleum affairs directorate in the Ministry of Mines and Energy from 2015 to 2023.

President Nandi-Ndaitwah expressed confidence in the advisors’ capabilities and wished them success in their new roles.
