US pipeline project advances with new shipper commitments

HOUSTON, April 21, 2026 – Phillips 66 and energy infrastructure company Kinder Morgan have secured additional long-term shipper commitments to advance the Western Gateway refined products pipeline project in the US, the companies announced on Monday.

The planned Western Gateway project will connect refineries in the US Midwest to Phoenix and California through a new pipeline from Borger, Texas, to Phoenix, Arizona, which will connect with Kinder Morgan’s existing SFPP, L.P. pipeline from Colton, California, to Phoenix.

Phillips 66 and Kinder Morgan launched the second open season for the proposed pipeline in January 2026, adding new access to the Los Angeles market. The companies are targeting to have the new infrastructure in service by mid-2029.

“Customer response during the open season underscores the importance of Western Gateway in addressing long‑term refined products logistics needs in the region. Strong market interest validates the role this project can play in improving supply flexibility and reliability for West Coast markets,” said Phillips 66 chairman and CEO Mark Lashier.

Phillips 66 is a US-based integrated downstream energy company with operations spanning refining, midstream, chemicals and marketing. It supplies refined petroleum products globally. Kinder Morgan operates one of North America’s largest energy infrastructure networks, including pipelines and terminals for the transportation of natural gas, refined products, crude oil and carbon dioxide.
